By\nApril 1, 2020 \u2013 National Census Day \u2013 the U.S. Census Bureau plans to send a\nletter or a door knocker to every U.S. household to conduct a\nconstitutionally-mandated, nationwide headcount.<\/p>\n\n\n\n<p>Each year, our regions continue to grow and increase in\ndiversity. Because this opportunity comes around only once every 10 years, it is\ncritical that regions do everything they can to ensure a fair and accurate\ncount for all our communities. The decennial census determines:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>How more than $600 billion in federal financial\nassistance is dispersed annually for state, regional, and local government\nprograms and services.<\/li><li>How many representatives will represent each of our\nregions in the U.S. House of Representatives.<\/li><li>Key decisions that regional leaders make regarding\nlong-term planning initiatives.<\/li><\/ul>\n\n\n\n<p>The 2020 census is already facing significant challenges,\nincluding years of underfunding, the challenges of the first \u201chigh-tech\u201d census\ncount, and the potential inclusion of a citizenship question. So what can\nregional councils do to help make sure the hard-to-count communities \u2013 like people\nof color, low-income folks, LGBTQ people, immigrant communities, rural\ncommunities, and young children\u2014are not missed?<\/p>\n\n\n\n<p>Several regional councils are already ahead of the game,\nundertaking efforts in their communities to prepare local governments, private\npartners, nonprofit and community leaders, and the public for participation in\nthe 2020 census. Some of our members\u2019 regional initiatives are highlighted\nbelow:<\/p>\n\n\n\n<p><strong>Central Texas Council of Governments (CTCOG)<\/strong><em> <\/em><\/p>\n\n\n\n<p><a href=\"https:\/\/regionslead.org\/wp-content\/uploads\/2019\/04\/CTCOG-Census.pptx\">View Presentation<\/a><em><\/em><\/p>\n\n\n\n<p>Recognizing\nthat they have been historically undercounted in the decennial census, they\nhave continued with their critical efforts to validate mapping and local\naddresses with the U.S. Census Bureau for most of the entities in their region.\nTo do this, CTCOG:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Provided\neducation to their member governments on the problems an undercount could cause.<\/li><li>Offered to\nreview member\u2019s census materials for errors and omissions, using 911 address\nfiles the first cycle and adding digital map comparison in the second cycle.<\/li><li>Convinced\ntheir board of directors that the initiative was in the best interest of the\nregion and should be covered with in-house funds where possible. They also\nasked each entity to sign an Interlocal Agreement with a not-to-exceed amount\nfor any cost beyond CTCOG\u2019s ability to cover.&nbsp;\n<\/li><\/ol>\n\n\n\n<p><strong>Alamo Area Council of Governments (AACOG)<\/strong> <\/p>\n\n\n\n<p><a href=\"https:\/\/regionslead.org\/wp-content\/uploads\/2019\/04\/AACOG-Census.pptx\">View Presentation<\/a><\/p>\n\n\n\n<p>AACOG\nserved as their region\u2019s local update of census addresses (LUCA) coordinator,\ninforming their board of directors and membership governments of the\nopportunity to review and comment on the Census Bureau\u2019s residential address\nlist for jurisdictions prior to 2020 Census. AACOG was designated to conduct\nLUCA on behalf of four of their member counties, providing the service at no\ncost. The organization chose not to create their own Complete Count Committee\n(CCC) but is working closely with the U.S. Census Bureau in their outreach to\ntheir rural leaders, member governments, and their board of directors. AACOG is\nalso the region\u2019s coordinator for the Participant Statistical Area Program\n(PSAP). They are providing information on PSAP to their member governments and will\nassist counties and communities lacking capacity or resources with their\nparticipation.<\/p>\n\n\n\n<p><strong>Mid-America Regional Council (MARC) <\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/regionslead.org\/wp-content\/uploads\/2019\/04\/MARC-Census.pptx\">View\nPresentation<\/a> <\/p>\n\n\n\n<p>MARC is\ncurrently undergoing the process to form a regional CCC, which will bring\ntogether stakeholders to educate and motivate residents to participate in next\nyear\u2019s census. The organization continues to offer support to other local CCCs\nas well. MARC will spend the next few months developing a 2020 census\ncommunications and outreach plan and engage diverse community organizations in\nthe effort. Later down the road, they will implement their communications plan\non all fronts using social media, traditional media, and outreach from\ncommunity partners. They will also identify locations for residents to obtain\nassistance with their census questions and look for ways that they can ease the\nregion\u2019s cybersecurity concerns through educational efforts.&nbsp; <\/p>\n\n\n\n<p><strong>Mid-Ohio Regional Planning Commission (MORPC) <\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/regionslead.org\/wp-content\/uploads\/2019\/04\/MORPC-Census-.pptx\">View\nPresentation<\/a><\/p>\n\n\n\n<p>On the technical side, MORPC provided support to local\ngovernments in the region so they could participate in LUCA and the\nconsolidated boundary and annexation survey (BAS). MORPC also serves as the\nlead agency for PSAP in the region; they are currently seeking input on\npotential tract and block group changes and will start undertaking related GIS\nanalyses soon. The organization continues to build local awareness for the\nupcoming census by sharing the potential challenges and impacts with regional\nstakeholders, engaging with partners across sectors and communities. The City\nof Columbus and Franklin County have recently launched their own CCC with 29\nsubcommittees \u2013 MORPC will be chairing the local government subcommittee and\nstaffing many others to get the work of this new CCC off the ground.<\/p>\n\n\n\n<p>It is not too late to start getting involved in 2020 census\nactivities! As you can see from the regional examples above, there are several\nways that your organization and the stakeholders throughout your communities can\nhelp.
