The legislation\u00a0 is a two-part stimulus plan: a <a href=\"https:\/\/beta.documentcloud.org\/documents\/20423969-bipartisan-covid-19-emergency-relief-act-of-2020\" target=\"_blank\" rel=\"noreferrer noopener\">$748 billion package<\/a>\u00a0focusing on areas of agreement and\u00a0a separate\u00a0<a href=\"https:\/\/beta.documentcloud.org\/documents\/20423968-bipartisan-state-and-local-support-and-small-business-protection-act-of-2020\" target=\"_blank\" rel=\"noreferrer noopener\">$160 billion bill<\/a>\u00a0that includes the most controversial provisions\u00a0for lawmakers\u00a0\u2014 additional funding for state and local government and liability protections.\u00a0It\u2019s important to keep in mind that\u00a0while\u00a0many lawmakers see this bill as the most concrete and realistic compromise on\u00a0COVID-19 relief we have seen in months, House and Republican leadership see it as a marker for broader negotiations and not a final vehicle for aid.\u00a0Critics of this two-part approach, especially those that are pushing for state and local-directed aid,\u00a0have pointed out that it defeats the purpose of negotiations to pass\u00a0contested legislation when it&#8217;s not tied to the un-controversial provisions.\u00a0<\/p><p lang=\"EN-US\" xml:lang=\"EN-US\">Here is a breakdown of the\u00a0distribution formula for state, local, and tribal assistance\u00a0in the proposed\u00a0Bipartisan State and Local Support and Small Business Protection Act of 2020:\u00a0<\/p><ul><li lang=\"EN-US\" xml:lang=\"EN-US\">$152 billion in state and local aid through the Coronavirus Relief Fund\u00a0<ul><li lang=\"EN-US\" xml:lang=\"EN-US\">1\/3rd\u00a0would be distributed based on state population in proportion to the U.S. population.\u00a0<\/li><li lang=\"EN-US\" xml:lang=\"EN-US\">2\/3rd\u00a0would be distributed based on the proportion of each state\u2019s revenue loss relative to\u00a0the total revenue losses of all U.S. states.\u00a0<\/li><\/ul><\/li><li lang=\"EN-US\" xml:lang=\"EN-US\">Each state will receive at least $500 million.\u00a0\u00a0<\/li><li lang=\"EN-US\" xml:lang=\"EN-US\">$8 million in funding for Tribes, allocated by 60% population and 40% based on the number of employees for each Tribal entity.\u00a0<\/li><li lang=\"EN-US\" xml:lang=\"EN-US\">Governors must distribute 40% of the state\u2019s funding to local government but choose how from the following:\u00a0<ul><li>Proportional population\u00a0<\/li><li>Proportional revenue loss\u00a0<\/li><li>Combination of both.\u00a0<\/li><\/ul><\/li><li lang=\"EN-US\" xml:lang=\"EN-US\">There are no population thresholds, so every county and municipality would be eligible for funding regardless of size.\u00a0\u00a0<\/li><li lang=\"EN-US\" xml:lang=\"EN-US\">Extend the deadline for spending CARES Act Coronavirus Relief Fund (CRF) aid on COVID-related expenses through December 31, 2021.\u00a0\u00a0<\/li><li lang=\"EN-US\" xml:lang=\"EN-US\">State funding would be distributed in three tranches.\u00a0\u00a0<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Late yesterday afternoon, the bipartisan Problem Solvers Caucus released the long-awaited bill text for their $908 billion coronavirus relief package.
