{"id":1030,"date":"2019-07-18T11:28:03","date_gmt":"2019-07-18T15:28:03","guid":{"rendered":"https:\/\/regionslead.org\/?p=1030"},"modified":"2020-07-08T23:48:32","modified_gmt":"2020-07-08T23:48:32","slug":"how-can-regional-councils-help-increase-affordable-housing","status":"publish","type":"post","link":"https:\/\/narc.org\/2019\/07\/18\/how-can-regional-councils-help-increase-affordable-housing\/","title":{"rendered":"How Can Regional Councils Help Increase Affordable Housing?"},"content":{"rendered":"\n<p>A <a href=\"https:\/\/reports.nlihc.org\/sites\/default\/files\/gap\/Gap-Report_2018.pdf\">March 2018 report<\/a> from the National Low Income Housing Coalition found that the U.S. has a shortfall of more than 7.2 million affordable and available rental homes for low-income households. Despite government attempts bridge the gap, three out of four low income households in need of housing assistance are denied federal help with their housing, primarily due to chronic underfunding. <\/p>\n\n\n\n<p>As housing affordability has developed into a national crisis, communities have been looking for more ways to become more actively engaged in increasing affordable housing options for low and moderate-income individuals and families. Many communities have already implemented solutions including rent control, inclusionary housing, tax incentives and trust funds, but more efforts are needed.<\/p>\n\n\n\n<p>Housing is a regional issue and regional\ncoordination, information sharing, and funding generation can make a large\nimpact, particularly in metropolitan areas. <\/p>\n\n\n\n<p>Here are a few examples of the\nactivities and programs that regional councils are carrying out across the US\nto help tackle the impacts of the affordable housing crisis in their regions. <\/p>\n\n\n\n<p><strong>Metropolitan Washington Council of Governments\n(MWCOG)<\/strong><\/p>\n\n\n\n<p>MWCOG plays a variety of roles in the\nWashington D.C. region, working with local governments on plans for residential\ngrowth. In September 2018, MWCOG identified a long-term goal of creating\n100,000 additional homes in the region by 2045. Some of their recent activities\nto further this goal include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Partnering with Urban\nInstitute to conduct a research study entitled <a href=\"https:\/\/www.urban.org\/sites\/default\/files\/publication\/22706\/413161-housing-security-in-the-washington-region_0.pdf\">Housing Security in the Washington Region<\/a><em>.<\/em> This study was influential for local government\nofficials and the community by outlining critical gaps in the region\u2019s affordable\nhousing for a wide range of household incomes. It also outlines specific\nhousing policies and programs which are funded by local governments and\nphilanthropic support. Much of their research is also being shared to community\nmembers and government officials through forums and conferences. <\/li><li>MWCOG is\ntargeting housing preservation alongside production. They have been working\nwith the Nonprofit Roundtable of Greater Washington to create the Capital Area Foreclosure\nNetwork (CAFN), which was designed to combat the region\u2019s foreclosure crisis.\nThe network provides grants and technical assistance, while counseling and\norganizing stakeholders, non-profits, banks and state agencies as they work towards\nsolutions.<\/li><\/ul>\n\n\n\n<p><strong>Chicago Metropolitan Agency for Planning\n(CMAP)<\/strong><\/p>\n\n\n\n<p>In CMAP\u2019s <a href=\"https:\/\/www.cmap.illinois.gov\/about\/2040\">GO\nTO 2040<\/a> and <a href=\"https:\/\/www.cmap.illinois.gov\/2050\">ON\nTO 2050<\/a> long-term regional plans, they have outlined\ngoals and steps to sustain and rebuild their region\u2019s infrastructure. Their\npriorities include affordable housing and inclusionary housing to create more\nopportunities throughout every community. One of the specific goals of the GO\nTO 2040 plan is to increase housing options by lowering prices, which is being\ntackled by their Regional Housing Initiative (RHI). With RHI, CMAP has partnered\nwith various groups to increase collaboration between organizations such as the\nMetropolitan Planning Council (MPC), Illinois Housing Development Authority\n(IHDA), and ten housing authorities in the region. Their objective is to\nsupport affordable and mixed-income housing developments in opportunity zone areas\nthat they have found to be the most in need. <\/p>\n\n\n\n<p><strong>Atlanta Regional Commission (ARC)<\/strong><\/p>\n\n\n\n<p>ARC has taken an innovative approach toward\nfinding solutions for affordable housing via social media. By joining\nEnterprise Community Partner\u2019s <a href=\"https:\/\/www.facebook.com\/groups\/100GreatIdeasAtlanta\/\">100 Great Ideas Facebook Campaign<\/a> as part of the host committee and one of the\nevent\u2019s moderators, they were able to virtually unite residents within the\nAtlanta Metro Region for five days of brainstorming and exchanging ideas that\ncould improve housing affordability. The forum was open to anyone in the region\nto participate and generated over 3,400 posts, comments and reactions. ARC is\ncurrently working with Enterprise Community Partners and the other local\nagencies involved in the campaign to synthesize ideas into a final report that\ncan be presented to local officials for implementation.<\/p>\n\n\n\n<p><strong>Greater Portland Council of Governments\n(GPCOG)<\/strong><\/p>\n\n\n\n<p>Being the fastest growing region in\ntheir state, GPCOG provides a wide range of\nplanning services for affordable housing, including comprehensive planning,\nneighborhood master planning, ordinance development, workshop facilitation and\nadvocacy. They act as a resource to other governing agencies as they help\ncommunities assess their needs and develop a personalized plan for the future. A\nrecent example of this work includes the <a href=\"https:\/\/www.southportland.org\/departments\/planning-and-development\/west-end-neighborhood-survey\/\">South Portland West End Neighborhood Master\nPlan<\/a>, which looks at how South Portland\u2019s\nWest End neighborhood can preserve housing affordability for current and future\nresidents as demand rises in the region. <\/p>\n\n\n\n<p><strong>Pioneer Valley Planning Commission (PVPC)<\/strong><\/p>\n\n\n\n<p>PVPC assists its region by\nhelping members identify and plan ways to meet their current and future housing\nneeds. Their team helps people create Housing Production Plans and Housing\nNeeds Assessments and Action Plans that are compliant with the Massachusetts Department\nof Housing and Community Development guidelines. They are also the convener for\nthe Pioneer Valley Regional Housing Committee, bringing together regional\nstakeholders on a quarterly basis to discuss housing successes and challenges\nand work towards achieving the goals outlined in PVPC\u2019s <a href=\"http:\/\/www.pvpc.org\/plans\/pioneer-valley-regional-housing-plan\">Pioneer Valley Regional Housing Plan<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Read about some of the programs that regional councils across the US are working on to help tackle the impacts of the affordable housing crisis in their regions.<\/p>\n","protected":false},"author":12,"featured_media":71058,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"generate_page_header":"","jetpack_post_was_ever_published":false,"_jetpack_newsletter_access":"","_jetpack_dont_email_post_to_subs":false,"_jetpack_newsletter_tier_id":0,"_jetpack_memberships_contains_paywalled_content":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":"","_links_to":"","_links_to_target":""},"categories":[45,8,137],"tags":[],"class_list":["post-1030","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-blog","category-community-economic-development","category-community-economic-development-blog"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.1.1 - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>How Can Regional Councils Help Increase Affordable Housing?
