{"id":1021,"date":"2019-07-10T10:14:55","date_gmt":"2019-07-10T14:14:55","guid":{"rendered":"https:\/\/regionslead.org\/?p=1021"},"modified":"2020-07-08T23:50:28","modified_gmt":"2020-07-08T23:50:28","slug":"the-cost-of-the-citizenship-question","status":"publish","type":"post","link":"https:\/\/narc.org\/2019\/07\/10\/the-cost-of-the-citizenship-question\/","title":{"rendered":"The Cost of the Citizenship Question"},"content":{"rendered":"\n<p>As the debate over adding the citizenship question to the 2020 census rages on, concerns over the effects of an undercount remain. According to a study by the Shorenstein Center on Media, Politics, and Public Policy at the Harvard Kennedy School, including the citizenship question, which would specifically ask participants about their citizenship status and birthplace, would lead to an undercount of <a href=\"https:\/\/shorensteincenter.org\/estimating-effect-asking-citizenship-u-s-census\/\">6 million Hispanics<\/a>, or about 12 percent of the U.S. Hispanic population.<\/p>\n\n\n\n<p><em>The Washington Post<\/em> worked with those who produced the Harvard study to estimate where the citizenship question would have the greatest impact. California and Texas would be the most impacted states, with undercounting of <a href=\"https:\/\/www.washingtonpost.com\/politics\/2019\/06\/06\/where-citizenship-question-could-cause-census-miss-millions-hispanics-why-thats-big-deal\/?utm_term=.097c0d6cd662\">1.84 million and 1.15 million Hispanics<\/a>, respectively. Florida (601,803 undercounted) and New York (454,095 undercounted) would be close to follow. Undercounting the Hispanic population would have economic effects and impact congressional representation. <\/p>\n\n\n\n<p>An undercount of six\nmillion Hispanics could dramatically change the makeup of congressional\ndistricts in several states. Under the estimated undercount scenario discussed\nabove:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>California would be projected to lose 2\ncongressional seats;<\/li><li>Arizona would lose its projected gain of one\nseat;<\/li><li>Montana could gain an additional seat; and <\/li><li>Alabama, Minnesota, and Ohio could avoid their\nprojected loss of a seat. <\/li><\/ul>\n\n\n\n<p>The potential economic\nimpacts of adding the citizenship question are substantial. Lower Hispanic\nresponse rates related to citizenship will drive up the cost of doing the\ncensus, as the U.S. Census Bureau will make multiple attempts at a series of\nfollow-up contacts and in-person interviews to reach this population.<\/p>\n\n\n\n<p><a href=\"https:\/\/shorensteincenter.org\/estimating-effect-asking-citizenship-u-s-census\/\">Hundreds\nof billions<\/a> of dollars in census supported federal programs are also at risk\nof being misappropriated. Half of the nation\u2019s largest federal programs are\ncalculated using state or regional per-capita income to allocate funds. An\nundercount will not change the amount of funds, rather the distribution of\nfunds will be allocated incorrectly. One particularly vulnerable program is\nMedicaid. In Texas, an undercount could cost the state an estimated $378\nmillion in annual Medicaid funds, whereas Illinois would gain over $9 million\nin annual Medicaid funds. California would see significant reductions in WIC\nfunds, estimated at $10.6 million annually. <\/p>\n\n\n\n<p>Census data is arguably the\nmost powerful tool for local, state, and regional governments to make accurate\ndecisions affecting budgeting, disaster response, land-use and transportation planning,\nmeasuring environmental and economic impacts, and more. So, the question\nremains, can the United States withstand a decade of inaccurate population\ndata? <\/p>\n\n\n\n<p>Many state and local\ngovernments have voiced serious concern over the inclusion of a citizenship\nquestion and subsequent undercount. Regional councils are encouraged to reach\nout to their members of Congress and share how undercounting could impact their\nregion for the next ten years.
