The Environmental Protection Agency (EPA) released the Per- and Polyfluoroalkyl Substances (PFAS) National Primary Drinking Water Regulation, setting limits for five so-called ‘forever chemicals’ found in drinking water.  These manufactured chemicals are used and found in various products including nonstick cookware, waterproof products, food packaging, and stain-resistant clothing and carpets. The substances are nicknamed “forever chemicals” because they barely degrade and are nearly impossible to destroy, so they can linger permanently in air, water, and soil.

The Affordable Connectivity Program (ACP), created under the Infrastructure Investment and Jobs Act (IIJA), is a benefit program through the Federal Communication Commission (FCC) that helps households afford access to broadband, which is now a necessity for work, school, healthcare, and more. Benefits within the program include a discount of up to $30 per month toward internet service for eligible households and up to $75 per month for households on qualifying Tribal lands.

Data Shows the ACP Program is Critical for Enrolled Households

More than 23 million households are enrolled in the ACP.

The U.S. Department of Transportation’s Federal Highway Administration manages and administers the Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program), a competitive grant program created by the Bipartisan Infrastructure Law (BIL). The CFI Program aims to strategically deploy publicly accessible electric vehicle (EV) charging and alternative fueling infrastructure in the places people live and work, urban and rural areas alike, in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles.

They Made a Deal https://narc.org/2023/05/30/they-made-a-deal/ Tue, 30 May 2023 20:19:32 +0000 https://narc.org/?p=78472 Late Saturday, President Joe Biden and House Speaker Kevin McCarthy announced that they had agreed to a deal that would raise the debt limit.  What emerged appears to be a true meet-you-halfway compromise, with neither side getting all that it wanted.  The President had wanted a clean bill, and the Speaker had wanted significant cuts to domestic discretionary funds while increasing substantially funding for defense.  As more and more information becomes available, what is becoming abundantly clear that If adopted, the bill, entitled the Fiscal Responsibility Act would have a significant impact on states and localities, though not nearly as great as would have been the case had many of the provisions of the House bill, entitled the Limit, Save, Grow Act, had been adopted.  These included a ten-year freeze on domestic discretionary funding based on fiscal year (FY) 2022 appropriations, major changes to fossil fuel energy permitting rules, elimination of student loan forgiveness, expansion of work requirements for food assistance, welfare, and Medicaid recipients, and termination of some of some pieces of the Inflation Reduction Act in exchange for raising the debt ceiling one year. 

Instead, each side got some of what they wanted, but not all.  The president did get the debt ceiling raised until January 1, 2025, and the speaker did get a near freeze on domestic discretionary funding, but only for two years and based on FY2023 spending levels.  The speaker also got expanded work requirements for some food assistance recipients, but not for Medicaid or Temporary Assistance to Needy Families (TANF).  Significant changes to fossil fuel energy permitting rules were set aside due to time constraints, and the student loan forgiveness program was left intact, though the date on which interest begins to accrue was moved forward. 

For local governments and regions, the biggest impact may come from the rescission of funds previously provided through COVID legislation.

This marks the third edition of the guidebook, which DOE originally published in 2011. The report provides best practices, case studies, and links to additional resources.

On November 18, the Federal Communications Commission (FCC) released the first draft of its new National Broadband Map, a comprehensive, location-by-location view of high-speed Internet availability across the nation. The map is a more detailed and precise reflection of the availability of fixed and mobile broadband services across the country. 

The new map can be accessed here. 

While the FCC will not implement a deadline for data challenges, NARC strongly encourages communities to make submissions by January 13, the date by which NTIA will use the FCC map to determine each state’s allocation of BEAD dollars.
